The P38 is a standard capacity semi-automatic pistol.

This gun has the lowest magazine capacity of any gun in 9x19mm Parabellum. The P38 magazines are only slightly less common than 9x18mm Makarov magazines.
A Stechkin APS still ends up being a better idea, because both Makarov magazines and APS magazines end up having around a 10% combined chance of spawning in buildings where Makarov PMs and Stechkin APSs spawn. This is around double the chance of finding a P38 magazine.
